For the topping, mix all the ingredients together in a small bowl until well combined. In a mixer, add the flour, salt, sugar, baking powder, milk, eggs, and vanilla and mix to combine. In a medium bowl, mix together all of the cinnamon topping ingredients until creamy.
In a medium bowl, combine cream cheese, cream, vanilla and whisk until combined and smooth.
Based on desired glaze consistency, playing with the sugar and cream ratios may be necessary.
Evenly drizzle the glaze over cake and serve. Open can of cinnamon rolls and separate. In a small bowl, combine the pecans, flour, oats, brown sugar and cinnamon; stir in butter.
