Place melted chocolate into another bowl. Cream butter with a hand mixer until fluffy. Add the cooled cocoa mixture a little bit at a time until incorporated.
Stir constantly while bring your mixture to a boil.
Combine the chocolate chips, butter and salt in a medium microwave-safe bowl.
Add in confectioners' sugar and milk; beating until smooth and easily spread. Gradually whisk in confectioners' sugar until smooth and thick. Place pan in a bowl of ice water; stir constantly until cooled.
